This position is located in Amarillo, Texas.  Information about Amarillo and the Amarillo area can be found at Amarillo Chamber of Commerce 

Physical Demands:  Work may occasionally require strenuous duty and also normal field duty associated with field work.  Work may be conducted under widely adverse conditions - winter sub-zero temperatures and summer extremely hot and dry conditions.  May be required to walk into roadless areas or otherwise negotiate areas inaccessible to vehicular travel. 

Work Environment:  Work is normally performed in the office, not in the field.  Field work may include walking or driving motor vehicles over rough terrain in remote areas in all kinds of weather.  Office work will periodically involve abnormal stress situations invlolving completion of work to meet short deadlines.

Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy.  The use of a relocation service company and home marketing incentive will not be offered.

Incumbent serves as the Assistant Field Manager, Helium Operations.  Responsible for planning, directing and reviewing the varied engineering, technical, and administrative activities of the Engineering and Technical Support Team, Gasfield and Pipeline Operations Team and the Helium Enrichment Unit Team.  Prepares the Division budget in order to accomplish plans and objectives and assists in preparation of Helium Operations budget.  Incumbent will serve as the Authorized Representative of the Contracting Officer for Helium Storage Contracts and for Crude Helium Sales Contracts.  Counsels and instructs employees regarding both work and administrative matters.  Serves as focal point in communicating the policies and objectives of management to non-supervisory employees.  Incumbent must act as expert for operations and engineering work related to the underground crude helium storage activities. Required to be present at weekly and regulary scheduled meetings in additon to engineering and union negotiating meetings.

    This position does not have a positive education requirement.  You must meet the specialized experience requirement to qualify for this position.

    1. Knowledge of helium operations, including gas processing, facility management and pipeline operations and maintenance.  

    2.  Knowledge and understanding of management principles, practices, methods and techniques. 

    3. Knowledge of budget processes to lead, advocate and manage the use of resources in accomplishing the program goals and objectives.  

    4. Ability to communicate effectively, orally and in writing with a variety of individuals and groups.
    Specialized Experience:  applicants must meet the specialized experience in addition to any Basic Educational requirements if applicable.

    Specialized Experience for the GS-13 is described as: 
    Experience:  One year of specialized experience equivalent to at least the GS-12 level performing (1) Preparing budgets for a division; (2) Handling technical and adminstrative contracts and making recommendations; (3) Managing agreements with private companies, communicating policies; (4) Counseling and evaluating employees, communication and time management skills; (5) Planning and coordinating engineering work, and; (6) Experience working with union negotiations. 

    You must meet all qualification requirements by the closing date of the announcement,  Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.  If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level or equivalent in the normal line of progression for the position being filled.
