1.Ability to manage an enterprise-wide implementation of new approaches to software development of applications and systems. ** Applied EXPERT knowledge of enterprise-level System Development Life Cycle (SDLC) with expertise in application development, software integration, and/or commercial-off-the-shelf (COTS), government-off-the-shelf (GOTS), open source, development tools or other productivity approaches. Also possess expertise in web development, testing, configuration management, database and development operations.
  1. Possess EXPERT knowledge of enterprise-level System Development Life Cycle (SDLC) in TWO of the following: 1) application development, 2) software integration, 3) commercial-off-the-shelf (COTS), 4) government-off-the-shelf (GOTS), 5) open sources, or 6) development tools or other productivity approaches; and TWO of the following: knowledge of 1) web development, 2) testing, 3) configuration management, or 4) database and development operations is also critical. This includes systems impacting organizations of over 1,000 people.
  2. Possess EXPERT knowledge of enterprise-level System Development Life Cycle (SDLC) in ALL of the following: 1) application development, 2) software integration, 3) commercial-off-the-shelf (COTS), 4) government-off-the-shelf (GOTS), 5) open sources, and 6) development tools or other productivity approaches; and ALL of the following areas: knowledge of 1) web development, 2) testing, 3) configuration management, 4) database and development operations is also critical. This includes systems impacting organizations of over 3,000 people.
  3. Possess EXPERT knowledge of enterprise-level System Development Life Cycle (SDLC) in BETWEEN THREE AND FIVE of the following areas: 1) application development, 2) software integration, 3) commercial-off-the-shelf (COTS), 4) government-off-the-shelf (GOTS), 5) open sources, or 6) development tools or other productivity approaches; and THREE of the following areas: knowledge of 1) web development, 2) testing, 3) configuration management, or 4) database and development operations is also critical. This includes systems impacting organizations of over 2,000 people.

  2. Served as the OFFICIAL SUPERVISOR for a team of LESS THAN 15 people to accomplish an IT mission and in doing so accomplished at least FIVE (5) of the tasks listed above.
  3. Served as the OFFICIAL SUPERVISOR for a team of 15 or more people to accomplish IT mission at an agency or organization-wide level and in doing so performed ALL of the tasks listed above.

Managed multiple complex IT projects SIMULTANEOUSLY including those impacting multiple agencies or organizations of 3,000 or more individuals, demonstrating EXPERT knowledge of project management. Used ALL of the following methods and techniques: 1) scope management, 2) configuration management, 3) quality management, 4) cost and schedule development and execution, 5) work breakdown structure development, 6) cost benefit analysis, 7) feasibility studies, 8) systems life cycle management and 9) human resources management.
  2. Managed multiple complex IT projects including those impacting organizations of over 500 individuals, demonstrating EXPERT knowledge of project management. Used AT LEAST FIVE of the following methods and techniques: 1) scope management, 2) configuration management, 3) quality management, 4) cost and schedule development and execution, 5) work breakdown structure development, 6) cost benefit analysis, 7) feasibility studies, 8) systems life cycle management and 9) human resources management.
  3. Managed multiple complex IT projects SIMULTANEOUSLY including those impacting organizations of over 1,000 individuals, demonstrating EXPERT knowledge of project management.
