* 1.Knowledge of Geographic Information Systems**

Applied knowledge of Geographic Information Systems (GIS) methodologies and techniques pertinent to conducting data driven research and analysis. This included knowledge related to: (1) obtaining GIS data, (2) organizing GIS data, including adding metadata or other annotations, assessing authoritativeness, and preserving data, (3) analyzing scientifically significant issues by layering data from multiple, disparate sources, (4) interpreting data, (5) ensuring data quality, validity, and reliability are consistent with federal and state data standards, (6) creating displays and visualizations of GIS data based on analytical findings, and (7) preparing output for editorial and graphics services.

Has experience conceptualizing, drafting, and designing maps and other visual materials for COMPLEX AND SENSITIVE PUBLIC POLICY ISSUES in multiple formats similar in scope and complexity to the example described below. Is recognized as a TECHNICAL AUTHORITY in identifying agency and client GIS and mapping needs and adapting graphic presentation methods and techniques to EXCEED those needs in ways that built support for and interest in GIS and mapping programs. For example, created a map or other visual material illustrating federal funds for school districts in relationship to the districts’ total budgets.
  2. Has experience drafting and designing maps and other visual materials for COMPLEX ISSUES in multiple formats similar in scope and complexity to the example described below. Identified agency and client GIS and mapping needs and adapted graphic presentation methods and techniques to MEET those needs. For example, created a map or other visual material illustrating the relationship between petroleum reserves and production drilling operations in Russia between 2000 and 2010.
  3. Has experience drafting and designing visual materials for issues in multiple formats similar in scope and complexity to the example described below. Adapted graphic presentation methods and techniques to meet agency and client GIS and mapping needs. For example, created a map or other visual material illustrating the number of credit unions in one congressional district.
