* 1.Knowledge of Congress and the legislative process**

Have knowledge of the theories, concepts, processes, techniques, principles and/or practices related to congressional procedures. This includes knowledge of the history, trends, current status, and issues related to the Congress and its consideration of legislation, including the rules, practices, and precedents of the House and Senate, as well as organization and procedure of congressional committees and the role of congressional leadership.
  1. Have knowledge of congressional rules, practices, and precedents of the House and Senate related to the consideration of legislation, including pertinent public policy issues. For example, independently conducted research related to congressional procedures in a work setting, published research as a principal author in a peer-reviewed professional journal on congressional procedures; completed doctoral or equivalent academic program in congressional procedures combined with some applied experience related to a public policy issue in congressional procedures; or have equivalent experience.
  2. Have knowledge of congressional rules, practices, and precedents of the House and Senate related to the consideration of legislation, including pertinent public policy issues. For example, completed doctoral or equivalent academic program in congressional procedures, assisted with research in congressional procedures in a work setting, served as a contributing author to published research in a peer-reviewed professional journal on congressional procedures, or have equivalent work experience.
  3. Have knowledge of congressional procedures. For example, completed master’s or equivalent academic program, served as a research assistant in the public or private sector, or have equivalent work experience related to congressional procedures.

Applied knowledge of congressional rules, practices, and precedents of the House and Senate related to the consideration of legislation to the analysis of public policy issues. Clarified policy questions, summarized alternatives, and defined their impact. Examples include: 1) identifying emerging issues, 2) evaluating legislative proposals, 3) evaluating budget/appropriations, 4) assessing public and private implications of government programs or regulations, 5) assessing alternative approaches to public policy issues, and 6) evaluating governmental organization and administrative procedures to accomplish program goals.
  1. Have experience conducting analysis on complex and controversial public policy issues of national and/or international significance in the public or private sector. For example, have published graduate-level research findings and in so doing, performed at least two of the above examples in the study of congressional procedures.
  2. Have conducted analysis on a public policy issue related to congressional procedures. For example, completed research studies or projects, equivalent to a doctoral dissertation, as part of an academic program or in a work setting.
  3. Have conducted analysis on a public policy issue related to congressional procedures. For example, completed research studies or projects, equivalent to a master’s thesis, as part of an academic program or in a work setting.
  4. None of the above.

This required knowledge of the data and their history, strengths, weaknesses, etc. The research involved the standard application of a few established techniques and methods. Interpreted results of research for use by audiences ranging from expert to layman.
  2. Conducted one qualitative and/or quantitative research effort relevant to congressional procedures. This required knowledge of the data and their history, strengths, weaknesses, etc. The research involved the standard application of established techniques or methods at a level equivalent to a doctoral dissertation. Interpreted results of research for peers.
  3. Participated in performing qualitative and/or quantitative research relevant to congressional procedures, for example, through researching data and applying relevant established techniques or methods, playing an active role in conducting a qualitative and/or quantitative research project equivalent to a master’s thesis, or completing coursework. Interpreted results or research for peers.
