Have knowledge of the theories, concepts, processes, techniques, principles, and practices of education policy as applied to federal education issues and programs, and of the history, trends and current status of research on federal education policies and issues. Examples of federal education policies and issues include: the extent to which the Individuals with Disabilities Education Act (IDEA) is ensuring students receive appropriate educational services and accommodations, and is contributing to student academic performance; connections and intersections between IDEA and the Elementary and Secondary Education Act (ESEA) and how each addresses the needs of students with disabilities; English language learner programs’ success in supporting English language acquisition; and the extent to which federal investments in innovation in student assessment have contributed to standards-based reform.
  1. Have broad knowledge of education policy as applied to federal education issues and programs, including pertinent public policy issues. For example, administered federal or state laws or regulations directly related to education policies or programs, conducted original research and analysis used by managers or policy-makers in the public or private sector, taught federal education policy in a full-time position in a college or university, or equivalent experience.
  2. Have knowledge of education policy as applied to federal education issues and programs, including pertinent public policy issues. For example, independently conducted research related to federal education policies and/or issues in a work setting, published research on federal education policies and/or issues as a principal author in a peer-reviewed professional journal; completed doctoral or equivalent academic program in federal education policy combined with some applied experience related to a public policy issue associated with federal education policy; or equivalent experience.
  3. Have knowledge of education policy as applied to federal education issues and programs, including pertinent public policy issues as demonstrated by, for example: completed doctoral or equivalent academic program in federal education policy, assisted with research on federal education policies and/or issues in a work setting, served as a contributing author to published research on federal education policies and/or in a peer-reviewed professional journal, or equivalent work experience.

Applied knowledge of education policy and educational practice to analysis of education policies and issues (e.g., issues pertaining to promoting student academic achievement gains for all students, innovation in student assessment practices, the efficacy of programs intended to support students with special needs, the service of students with special needs under multiple federal education laws, and the effective allocation of educational funds). Clarified policy questions, summarized alternatives, and defined their impact. Examples include: 1) identifying emerging issues, 2) evaluating legislative proposals, 3) evaluating budget/appropriations, 4) assessing public and private implications of government programs or regulations, 5) assessing alternative approaches to public policy issues, and 6) evaluating governmental organization and administrative procedures to accomplish program goals.
  1. Occasionally performed at least three of the above examples in conducting analysis on complex and controversial public policy issues related to education policy and educational practice. These issues were of national and/or international significance in the public or private sector. For example, served as a consultant (or equivalent) for a government agency, corporation, think tank, or congressional committee.
  2. Have some experience conducting analysis on complex and controversial public policy issues of national and/or international significance in the public or private sector. For example, published advanced graduate-level research findings (or equivalent) and in so doing, performed at least two of the above examples related to education policy and educational practice.
  3. Have conducted analysis on a public policy issue related to education policy and educational practice. For example, completed research studies or projects, equivalent to a doctoral dissertation, as part of an academic program or in a work setting.

Applied quantitative (such as regression, multivariate statistical methodologies, micro-simulation, cost-benefit analysis, demographic estimation and projection) methodologies and techniques to the analysis, appraisal, and evaluation of complex education public policy issues.

This required expert knowledge of the data and their history, strengths, weaknesses, etc. The research involved the standard application of a number of established analytic techniques and methods.
