Have knowledge of the theories, concepts, processes, techniques, principles and/or practices of health care financing and insurance, and their related policies (e.g., insurance coverage, health care costs, health system reform, and/or major publicly-financed programs: Medicare, Medicaid, and CHIP). This includes knowledge of the history, trends, and current status of health care insurance and financing and interrelationships with other key domestic social policy areas like unemployment, TANF or other low income focused programs, social insurance programs, or knowledge of health system delivery change.
  1. Have broad knowledge of health care financing, public program coverage or health insurance, including pertinent public policy issues. For example, administered federal or state laws or regulations directly related to Medicaid, CHIP, Medicare, private health insurance, conducted original research and analysis used by managers or policy-makers in the public or private sector, taught health care policy/public policy in a full-time position in a college or university, or equivalent experience.
  2. Have knowledge of health care financing, public program coverage or health insurance, including pertinent public policy issues. For example, independently conducted research related to Medicaid, CHIP, Medicare, private health insurance in a work setting, published research as a principal author in a peer-reviewed professional journal on health care financing and insurance; completed doctoral or equivalent academic program in health care policy/public policy combined with some applied experience related to a public policy issue in health; or equivalent experience.
  3. Have knowledge of health care financing and insurance, including pertinent public policy issues. For example, completed doctoral or equivalent academic program in health care policy/public policy, assisted with research in Medicaid, CHIP, Medicare, private health insurance in a work setting, served as a contributing author to published research in a peer-reviewed professional journal on health care policy/public policy, or equivalent work experience.

Examples include: 1) identifying emerging issues, 2) evaluating legislative proposals, 3) evaluating budget/appropriations, 4) assessing public and private implications of government programs or regulations, 5) assessing alternative approaches to public policy issues, and 6) evaluating governmental organization and administrative procedures to accomplish program goals.
  1. Occasionally performed at least three of the above examples in conducting analysis on complex and controversial public policy issues related to health care financing and insurance. These issues were of national and/or international significance in the public or private sector. For example, served as a consultant (or equivalent) for a government agency, corporation, think tank, or congressional committee.
  2. Have some experience conducting analysis on complex and controversial public policy issues of national and/or international significance in the public or private sector. For example, published advanced graduate-level research findings (or equivalent) and in so doing, performed at least two of the above examples in the study of health care financing and insurance.
  3. Have conducted analysis on a public policy issue related to health care financing and insurance. For example, completed research studies or projects, equivalent to a doctoral dissertation, as part of an academic program or in a work setting.

Wrote at least one comprehensive analysis of a public policy issue to the highest academic or professional standards, subject to technical review, such as a research study for a professional society or think tank, for a manager in the public or private sector, or for an academic degree. This product was related to the study of health care financing (e.g., current or long-term costs, coverage issues, payment policies, etc.) and health insurance (public or private).
  3. Frequently wrote background or descriptive reports on public policy issues, such as papers for seminars or briefing materials for other professionals or managers.
  4. None of the above.
