This includes knowledge of current research in labor economics or a related social science measuring and analyzing trends in employment and income in the U.S. population. This also includes knowledge of key topics including: the changing composition of the U.S. labor force, employment and unemployment patterns, the long-term unemployed, changing income distribution in the U.S., the growing returns to advanced college education, the impact of immigration on low-skilled labor, and a general understanding of broad policies that expand economic opportunities.
  1. Recognized as an expert in labor economics and issues of employment and income trends. For example, served as a tenured faculty member and/or managed a variety of research efforts in labor economics or related social science concepts; consulted on the application of labor economics or a related discipline to understanding trends in the labor market with national decision makers in the public or private sector; evaluated employment and training programs at the federal or state level; was invited to serve as a peer reviewer for a scholarly or professional journal or published extensively in peer reviewed professional journals on labor economics as applied to public policy; or equivalent experience.
  2. Recognized by decision makers as a professional resource in the application of labor economics or related social science to understanding labor markets and related trends in employment and income. For example, served as an agency representative on an inter-agency task force analyzing labor market trends or changing income distribution, published several articles in peer-reviewed professional journals on applied labor economics, or equivalent experience.
  3. Have broad knowledge of labor economics or related social science as applied to understanding labor markets and trends in employment and income. For example, administered federal or state laws or regulations directly related to Unemployment Insurance, conducted original research and analysis used by managers or policy makers in the public or private sector, taught labor economics or related social science courses in a full time position in a college or university, or equivalent experience.

This included understanding the big picture and the inter-relationships of all aspects of the public policy issue. Examples include: 1) identifying emerging issues, 2) evaluating legislative proposals, 3) evaluating budget appropriations, 4) evaluating employment and/or training programs to study scope and impact on expanding economic opportunity, and 5) evaluating governmental organization and administrative procedures to accomplish program goals.
