Grade: 11

  1. A 4 year course of study leading to a bachelor's degree with a major in any field.
  2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management.

GS-11 In addition, all applicants must have completed 1 full year of experience (equivalent to at least the GS-9 level in the Federal Service) performing the full range of acquisition functions (i.e., pre-award, award, post-award) to procure a variety of supplies, equipment and/or services. Duties included: analyzing procurement requests to determine requirements, recommending changes to statements of work or specifications, and determining appropriate type of contract and procurement plan; coordinating procurement plan and other contractual/procurement aspects with requestor(s), technical representative, and finance; developing procurement/contractual documents inclusive of determining terms and conditions; conducting pre-bid/proposal conferences and negotiations; analyzing bids/proposals, cost and pricing data and contractor responsibility, and recommending award; and, carrying out post-award functions (i.e., monitoring contract, evaluating performance, interpreting provisions, providing advice/guidance, negotiating contract modifications, processing terminations, conducting close-outs).

* 2.GS-11: To meet the additional qualification requirements, select the option that best describes your education and/or experience:
  1. I have at least one full year of experience equivalent to the GS-9 level in the Federal service. This experience includes the full range of acquisition functions.
  2. Completed a Ph.D. or equivalent doctoral degree, or 3 full academic years of progressively higher level graduate education in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management, or a combination of these fields.
  3. I have a combination of specialized experience equivalent to the GS-09 level in or related to the work of this position and graduate level education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management that provided the specific knowledges, skills and abilities to perform successfully the duties of this position.
  4. I do not meet any of the requirements described above.

GS-12 In addition, all applicants must have:Completed at least 1 full year of experience (equivalent to at least the GS-11 level in the Federal service) performing pre-award, award and post-award functions for the procurement of technical supplies, equipment and/or services (e.g., engineering and design services). Duties involved: analyzing procurement requests to determine requirements, appropriate method of contracting, type of contract, and procurement plan; recommending changes to statements of work or specifications; coordinating procurement plan and other contractual/procurement aspects (e.g., funding arrangements, technical or performance criteria, etc.) with requestor(s)/technical representative/finance; developing procurement/contractual documents inclusive of determining standard and non-standard terms and conditions; conducting pre-bid/proposal conferences and negotiations; analyzing bids/proposals for compliance with guidelines; analyzing cost and pricing data and contractor responsibility where comparative data may be lacking; recommending award of contracts; and, carrying out a variety of postaward functions (i.e., monitoring contracts, evaluating audit and technical performance reports, interpreting and providing advice/guidance on contractual provisions, negotiating contract modifications, processing terminations, conducting close-outs).

  1. 1 year of specialized experience equivalent to at least next lower grade level
