Examples of specialized experience for the GS-12 level may include: Independently conducting marine inspections of a variety of U.S. and foreign flag vessels, including foreign passenger ships; determining compliance with laws, regulations, and applicable standards, verifying the existence of proper vessel documentation and the certification and safe and proper operating order of systems (navigation, communication, alarm, lifesaving, firefighting, and pollution prevention systems) and machinery, and the soundness and acceptable parameters of vessel structures and hulls; identifying hazardous conditions and violations and prescribing corrective measures; writing analytical reports (e.g. Port State Control and International Safety Management detention reports); examining steel and aluminum welds, fiberglass and composite vessels lay-up and materials, and wood hull fastenings and planking, ensuring that they conform to established standards and processes including examination of piping, valves, pressure vessels, hull plating, shaft tapers and keyways, joints, and equipment using destructive testing, nondestructive testing and associated diagnostic methods (e.g., radiographic interpretation, dye penetrant, ultrasonic, magnetic particle, remote underwater video).
